Joseph Jouthe

Civil Engineer, Development Project Director, Administrator/Accountant and Politician. Good academic background as well as great qualifications and professional experience in the environments mentioned below. Very good knowledge of Haitian public administration.    

Between September 2018 and April 2021, Joseph JOUTHE held the following high positions: Prime Minister, Minister of Planning and External Cooperation, Acting Minister of Economy and Finance, and Minister of the Environment. He was also Director of Analysis and Evaluation at the Office of Monetization of Development Aid Programs ( BMPAD); Special advisor to the office of Prime Minister Jack Guy LAFONTANT for special projects, public works and public procurement; United Nations official, from 1989 to 2006, as consultant, liaison officer, logistician, administrator, M&E Officer; Regional Director Care International for the management of a central office and 7 regional offices; Regional Administrator of the Tropical Storm Reconstruction Project (TSRP) in partnership with Pan American Development Foundation (PADF) and CHF; Consultant and senior manager for several local and international organizations both in Haiti and in several foreign countries…

Good coordination and leadership skills in resource management (human, material, financial and coaching), ability to coordinate with other potential partners (local, regional or international) and create a team environment positive, within the framework of public development assistance, bilateral, multilateral and partnership.

Proven experience in the areas of project management which has enabled the development and maintenance of very strong and detailed organizational skills. Excellent communication skills in Creole, French, English and Spanish. Good understanding of international development, particularly economic and social. Good ability to maintain high performance and meet expectations, in diverse cultural contexts and psychologically stressful environments.

Other knowledge: User of remote sensing systems and geographic information units; Introduction to databases; Introduction to data modeling, creation of cartography on MAP INFO, Frame and printing, use of the global positioning system (GPS); Communication and multimedia; Use of broadcasting as a training medium in the program, Implementation and awareness-raising addressed to the agricultural world, communication and gender equity (integration of women), decentralization and civic education in rural development projects.

Other philanthropic activities: Member of several Micro Finance and Mutuel of Credit institutions; Member of Christian Social Businessman Association (ASHAC); Member of Youth Movement Cooperative (MOCOJE); Member of Local Integrate Development Agency; Founding member of « Entre Cimes et Racines », all involved in mobilizing resources, promoting the environment and community actions.
